Why does the verse mention Ru'ach Elokim together with getting angry?

Malbim: When a weak person hears about injustice, he is sad. When a Gibor hears, he gets angry to avenge it. Since he had Ru'ach Elokim, i.e. Ru'ach of Gevurah, he got angry to take vengeance.
