Verse 25 already said this. Why is it repeated?

Radak: This is to strengthen the matter. The decree will come soon.

Malbim: Here it says "Kol Devarai." Sometimes Hashem brings only part of the evil ? perhaps they will repent. This is only before the decree was sealed. Now, even part of My word will not be delayed. I will not wait for them, perhaps they will repent ? the decree was sealed.
