Rashi: They are officers, like "Kohen Midyan", "Kohen Ohn."

Malbim: They are the leaders of the creed and Emunah of the nation.

Who are "Eisanim"?

Malbim: Some nations do not have a king. Rather, an assembly rules, to stop the masses from plundering the rich. They have four kinds of leaders. Eisanim are Giborim and officers who force the nation with their strength. Also refer to 12:19:1:2, 12:20:1:2, 12:20:2:1.
