What is the meaning of "Masgi la'Goyim va'Y'abedem"?

Rashi: Some say that this is like Hashem did to Egypt. They caught Yisrael in front of Ba'al Tzefon. They said, Hashem agreed with us to drown them in the sea, like we decreed to cast every boy born into the river. Ba'al Tzefon is strong - among all gods of Egypt, only it was not judged (destroyed). Hashem made them err 1 in order to drown them.

Rashi: This is like "Sagi Cho'ach." He aggrandizes nations and makes them succeed, and they get haughty in their success. Their success is their downfall.

Why does it say "Shote'ach la'Goyim va'Yanchem"?

Rashi: He increases them to spread them in the land, and to cover them. Ibn Ezra - va'Yanchem is the opposite of spreading them, just like va'Y'abedem is the opposite of Masgi (raising them).

Malbim: He scatters them and removes them from their place. In this itself, He leads them to the place of their desire!
