What chairs sat there?

Rashi: Also in Yerushalayim the Shechinah dwells. There were chairs to judge the nations, and thrones for the kingdom of Beis David.

Radak: One is for the Shechinah, and one is for kings of Beis David.

Malbim: The Sanhedrin and judges of Yisrael sat there. From there comes Torah and law, and there were thrones for Beis David, from which comes the general conduct for all individuals of the nation.
