Why does the Torah need to inform us that it is an old Tzara'as?

Sifra: To teach us that the Nega is Tamei even without the Se'or Lavan and the Michyah.

Why does the Torah insert the (otherwise superfluous) words ?Lo Yasgirenu ki Tamei hu??

Sifra: ?Lo Yasgirenu? prohibits a Kohen from being Masgir a Muchlat, and ?ki Tamei hu?, from being Machlit a Musgar. 1

Seeing as the Kohen has declared the Metzora a Muchlat, why does it need to add "Lo Yasgirenu"?
