Ramban: Even if it went from white like Sid ha'Heichal to white like snow. And the reason the Torah writes "Keiheh" and not 'Amad be'Einav' is to teach us that even if the Nega became dimmer, if it has spread, it is Tamei. Da'as Zekenim - or to teach us that, even if it became dimmer, we do not consider it a new Nega.

Why does the Torah write "Vetaher" (implying the past), and not "Veyit'har" (implying the furure)?

Megilah, 8b: To teach us that, even if the Nega subsequently spreads, he will only be Tamei from now on, but not retroactively, and whatever was with him or with his clothes in the same room when he was a Musgar is Tahor.
