What is the charge that they did not greet you with bread and water?

Malbim: Had they truly feared you [and they had an excuse for hiring Bil'am afterwards], they should have greeted you with bread and water, and requested Shalom and a Bris with you. If they did not fear you, why did they hire Bil'am 1 ? Do not say that his curses did not harm - "va'Yahafoch Elokeinu ha'Kelalah li'Vrachah" - if not for this, it would have harmed!

This is like Malbim's opinion that both reasons (hiring Bil'am, and not offering food) apply to both Amon and Mo'av. The others explain that hiring Bil'am applies only to Mo'av, and some Rishonim hold that not offering food applies only to Amon! Refer to Devarim 23:5:151:1, 3. (PF)
