Ibn Ezra: They are merchants who trade many matters. Therefore, one who barters many words (a talebearer) is called a Rachil.

Why did the peddlers and merchants lodge outside Yerushalayim?

Rashi: They hoped that the Jews will open the gates in order to buy from them on Shabbos.
2.
Malbim: It was so Jews will leave the city and buy small things, and bring them covertly into the city.
