Malbim: When He does miracles and changes nature, it looks like He regrets the natural laws that He made, e.g. when He told the sun to stop or the sea water to stand. This is "Al Avadav" - for the sake of Yisrael - to save them, or punish their enemies.

Radak: Because they already received punishment for all their sins, He will return them to their inheritance.
