What are "ha'Elohim"?

Radak: They are the angels. They are gods to what is below them; they conduct what is below them based on Hashem's will, and He is G-d over them.

Malbim: The early nations attributed natural conduct to Elohim and masters, i.e. stars and Mazalos. They thought that they are masters over the land and rulers, and the angels that conduct the Ma'arachah are Elohim over these masters. They put on them influence of strength and power. Our verse teaches that Hashem gives strength to angels and authority to the masters. All is from His power and conduct.
