What is the meaning of "Ki Ein Milah bi'Lshoni"?

Radak #1, Malbim: Before I begin to speak, [You know every word that I want to say].

Radak #2: I intend to take a word out of my heart, [and You know my thought]. And what I say with my mouth, my tongue cannot say it like I intend. You know what I will say with my mouth. I do not know, even though I thought it. This is like Shlomo said "l'Adam Ma'archei Lev ume'Hashem Ma'anei Lashon" (Mishlei 16:1).
