Rashi: They are Yisrael (Targum Yonasan - the nation of Hashem).

Malbim: Ancient nations that served idolatry, they had three divisions of gods. (a) Those who rule above, and put their authority via divine power. (b) Bnei Elim who dwell on the land on tall mountains designated for them. (c) Intermediary gods who dwell in the air. They attributed divine power to their kings, and associated with him a star in Shamayim with great authority, just like a king rules below. They 'placed' the king among the gods on tall mountains. They flattered him, to say that he can rise to the intermediary gods, and become a star, like is known from mythology.

What is "b'Har Mo'ed"?

Rashi: The mountain to which all are summonsed - Har Tziyon. Radak - he glorified himself that he will conquer Yerushalayim and put his throne there.

Radak citing his father: It is Bavel. He said, when I will sit in Har Mo'ed in b'Yarkesei Tzafon, I consider that I put my throne above Elokim's stars. Bavel is called b'Har Mo'ed, for the entire world was summonsed to there, to Melech Bavel. It is called Har, for it was a strong city. It is called Yarkesei Tzafon, for it is northeast of the settled world.

What is "b'Yarkesei Tzafon"?

Rashi: In the Azarah, the place where the northern Yerech (side) was chosen - "Al Yerech ha'Mizbe'ach Tzafonah" (Vayikra 1:11).

Malbim: It is where the lower gods dwell. They live in happiness, and do not encounter people.
