Radak: Egypt will be plagued, and the other nations will not receive rain. "Chatas" is the punishment for the sin, like Yonason translates. This is like "Ki Lo Shalem Avon ha'Emori Ad Henah" (Bereishis 15:16) - the punishment for their sin.

Malbim: Chatas Egypt is greater, for they were with those who came against Yerushalayim. They were plagued, and they did not take Musar. Via them, also the others will be plagued.
