What is the meaning of "Im Charutzim Yamav"?

1.

Rashi: If he will receive this reward - his days are fixed for a day destined for death.

2.

Ibn Ezra: You already decreed his lifespan, and limited it - "v'Lo Ya'avor" (he cannot live longer).

3.

Malbim: All man's matters are fixed - his lifespan, what he will do, and what will be done to him, and the quality of his days. Since he has no choice, how can You bring him to judgment?!

2)

What do we learn from "u'Mispar Chadashav Itach"?

1.

Rashi: You fixed his lifespan. You made this statute; he will not remain longer in this world. This is sufficient payment!
