Since the Pasuk concludes "al Dam ha'Asham", why does it need to add "al Bohen Yado ha'Yemanis ve'al Bohen Yado ha'Semalis"?

How can the Kohen place the oil on the Mitaher's ear, thumb and big toe on the blood of the Asham - ten days after bringing the Asham (Menachos 15b)? Surely the blood is no longer there?
Targum Yonasan: The Torah means on the same locations as those on which he placed the blood of the Asham earlier. 1
Sifra: We learn from Pasuk 29,where the Torah writes "Al M'kom Dam ha'Asham", that it is not the blood of the Asham, but the location of the blood that is significant.
