How does Hashem's word melt them?

Radak: The sun's heat, or rain, melts them.

Malbim: It retracts the decree and nullifies it. Influence will descend like initially.

What Ru'ach does He send?

1.

Rashi: The western wind. It ceases the ice, "and water flows."

2.

Radak #1: He sends wind from the sea to bring rain, to melt them.

3.

Radak #2: The Ru'ach scatters [what is frozen]; it is not together, so it melts, and water flows.
