What "Esh" is discussed?
Radak: It is lightning, which burns what it strikes.
Malbim: This is the element of fire.
What is "Kitor"?
Rashi: It is darkness.
What is "Ru'ach Se'arah"?
Radak: It is air that moves. When it moves strongly, it can topple cedar trees, buildings and ships at sea.
Malbim: Ru'ach is the element of wind. Se'arah is its derivative.
What is the meaning of "Oseh Devaro"?
Rashi: It does its mission.
Radak: It is not chance. Hashem commands it to move, to punish its victims - "va'Yomer va'Ya'amod Ru'ach Se'arah" (107:25), "u'Vakati "Ru'ach Se'aros" ba'Chamasi" (Yechezkel 13:13).
Why are these matters mentioned?
Rashi: Initially, they were hidden in Shamayim. David brought them down to the land, for they are kinds of punishments; it is improper that they be hidden in Hashem's compartment.
Radak #1: It mentions matters that exist in the air, and are also from the ground; they were created there. Researchers bring absolute proofs for this. Also Bereishis Rabah (12:11) learns from here that everything in the land was created from the land. Everything in Shamayim (i.e. the air) and the land was created from the land. I.e. what descends from the air to the land. "Ki Ka'asher Yered ha'Geshem veha'Sheleg Min ha'Shamayim" (Yeshayah 55:10) - just like rain and snow, even though they descend from Shamayim, they are [created] only from the land, so everything in Shamayim and the land was created from the land.
Radak #2: It mentions opposites. Hail is cold; it is the opposite of lightning. The opposite of snow is Kitor, i.e. hot dry air that rises from the ground, like smoke. It moves due to the dry Ed (vapors) that rise from the ground.
Malbim: They are the offshoots of the elements mentioned. Hail and snow are from water, Kitor is from fire, and Se'arah is from Ru'ach.
