Did he now go to live in Tirtzah?

Radak: No. He already lived there (verse 33). Our verse means that he dwelled in his city.
2.
Targum Yonasan: He dwelled in Tar'isa. Radak - Yonason explains Tirtzah to be like "Ashuk v'Ratzutz" (Devarim 28:33). I.e. he was afraid and downtrodden due to Melech Aram.
3.
Malbim (Divrei ha'Yamim II, 16:5): The verse teaches that he did not do anything else.
