R. Yonah: It is as if it says ul'Tehorim Imrei No'am 1 . Tehorim are those who a pure heart - "u'Var Levav" (Tehilim 24:4). Only they have pleasant words, for words of rebuke are accepted only from one whose heart is like his mouth.
