'Rashi': Regarding Rechav'am "Alav Alah Shishak" (2:12) and that entire Parshah. Also Aviyah had great tumults.

Who are "la'Yotzei vela'Ba"?

Malbim: They are one who leaves the country, and one who comes to his house. The latter did not have Shalom, for every land had tumult, e.g. plague, hunger and evil beasts. The former did not have Shalom, for there were wars.
