The Minchah for a ram contains twice the amount of flour as that of a lamb. Why does it not also contain twice the amount of oil?

One opinion in Menachos 9:3 holds that one Log of oil is mixed with a voluntary Minchah, irrespective of whether it comprises one Isaron of flour or sixty (PF).
