1)

Why does the Torah repeat "al ha'Olah O la'Zevach"?

1.

Menachos, 91a: "Al ha'Olah" incorporates Olas Metzora, "la'Zevach", Chatas Metzora and "O la'Zevach", Asham Metzora in the Din of Menachos. 1

1

Even though they are obligatory - since the Korbanos of a Metzora do not come to atone for a sin. See Torah Temimah, note 13.

2)

What does "la'Keves ha'Echad" incorporate?

1.

Menachos, 91b: "la'Keves", incorporates the Olah of a woman who gave birth, and "ha'Echad", the eleventh animal that followed the tenth into the pen (in connection with Ma?aser Beheimah) and which the owner declared the tenth and which is brought as a Shelamim. 1

1

See Torah Temimah, citing Menachos, 91b and note 14.

3)

How much flour and oil does someone who offered two lambs have to bring?

1.

Rashi: He has to bring two tenths of an Eifah and two Revi'os ha'Hin of oil. 1

1

Rashi: Because "la'Keves ha'Echad" refers to the Minchah and the oil as well, not just to the wine.

4)

According to the opinion that they brought Nesachim in the desert, from where did they obtain the wine?

1.

Hadar Zekenim #1 (in Pasuk 4) #1: They purchased it from merchants of other nations, whose wine was permitted until Pinchas decreed following the episode with the daughters of Mo'av. 1

2.

Hadar Zekenim #1 ion Pasuk 4): Because, even if non-Jewish wine was aleady prohibitted, wine for Nesachim was excluded from the decree.

1

Wine lasts for a long time, so traveling merchants sell it. Grapes do not last, so they could not purchase them from merchants and make their own wine (PF).
