"O la'Ayil"? What is the (otherwise superfluous) word "O" coming to include?
Rashi #1: It means simply - 'And if his Korban is a ram ... '.
Rashi #2: It incorporates a Palgas (a sheep between the ages of 12 1 and 13 2 months in the Din of Nesachim. 3
Menachos, 91b: It incorporates the Ram of Aharon (the Kohen Gadol) on Yom Kipur in the Din of Nesachim. 4
