Who says "Al Ken
Radak: The Navi speaks on behalf of Mo'av.
Why will his innards be noisy?
Rashi: They will lament.
Why does it say "Me'ai" and "Kirbi"?
Radak: The matter is repeated in different words.
Radak, based on Targum Yonasan: "Kirbi" includes the heart.
Malbim: The verse depicts that his innards are strings of a harp. One pulls on them, and sound enters the interior of the harp, and it plays. The interior of his body is compared to the interior of the harp, from which the sound is heard. The strings are attributed to Mo'av, and the interior to Kir Cheres. Those wounded in war will be taken to the strong fortresses of Kir Cheres to heal there. There will be heard the wailing and screaming due to the striking of Mo'av.
What is "Kir Cheres"?
Radak: This is "Kir Chareses" mentioned above (7).
