Why is doing evil "To'avas Melachim"?

Rashi: It is repulsive for judges and improper for them.

R. Yonah: Hashem will establish their throne only via Tzedakah. If earthly kings despise doing evil, [all the more so] the King of Tzedakah and Master of Emes!

Orchos Tzadikim (Sha'ar ha'Sheker): People (not only kings) despise Sheker.

4.

Malbim: It is the opposite of Tzedakah, and destroys the base of kings' throne and reign. Refer to 16:12:2:2.

Why does it say "Ki bi'Tzdakah Yikon Kisei"?

R. Yonah: This is like "Tzedek u'Mishpat Mechon Kis'o" (Tehilim 97:2). Also refer to 16:12:1:2.

Malbim: I explained in Yeshayah 9 that kingship stands on Mishpat Bein Adam l'Chavero, but the endurance of the throne is based on Tzedakah (good deeds) - "Lehachin Osah v'Lis'adah ba'Mishpat uvi'Tzdakah me'Atah v'Ad Olam" (Yeshayah 9:6).
