1)

What is "ve'Lo Yera'u Panai Reikam" coming to teach us?

1.

Rashi #1: It teaches us the obligation to bring Olos Re'iyah and Shalmei Chagigah 1 on Sukos.

2.

Rashi #2 (in Divrei Hayamim 2, 9:24) and Targum Yonnasan: It teaches us the obligation to appear in the Beis-Hamikdash with Korbanos - because it is not Kavod to appear before Hashem empty-handed (without a Mitzvah - Targum Yonasan)..

1

Over and above the Shalmei Simchah mentioned earlier. Refer to 16:11:2:1.

2)

Seeing as the Torah has just been discussing Pesach, Shavu'os and Sukos, why does it mention them individually again?

1.

Rosh Hashanah, 4b: To teach us that one is only Chayav Bal Te'acher after three Yamim Tovim 1 - a ruling which covers Chayvei Damim, Arachin, Charamin, Hekdeishos, Chata'os and Ashamos, Shelamim, Tzedakos, Ma'asros, B'chor and Ma'aser Beheimah, Leket, Shikchah and Pe'ah.

2.

Chagigah, 17a #1: In order to compare a. Shavu'os to Pesach regarding Tashlumin - to give it seven days Tashlumin like Pesach; 2 b. Sukos to Pesach regarding Linah (the obligation to remain in Yerushaayim until the motrning of Chol ha?Mo?ed) 3

1

See Torah Temimah, note 69.

2

See Torah Temimah, note 70 as to why we compare it to Pesach and not to Sukos, which has eight days Tashlumin.

3

Refer to 16:7:1.:1. See also Torrah Temimah, note 71.
