Why did they fear Yehudah and Yehoshafat?

'Rashi': It was in the merit of learning Torah. Malbim 1 - therefore, Hashem put fear on the kingdoms, and they did not fight Yehudah.

The Magihah explains, Yehudah's fear of Hashem spread to the neighboring kingdoms. I do not think that this is Malbim's intent! (PF)
