What is the comparison to the east wind?
Radak: The east wind is strong, and it scatters straw and fine things. So I will make them scatter and flee in front of the enemy.
Malbim: It is strong, and it scatters everything. So I will scatter them.
Why does it say "Oref v'Lo Panim"?
Rashi: When they flee the enemy [Radak - the enemy will see the back of their necks, and not their faces].
Malbim: They will not have rest in their exile. They will always be fleeing - "uva'Goyim ha'Hem Lo Sargi'a" (Devarim 28:65).
Why does it say "I will see them"?
Rashi: I will see them, but I will not save them.
Radak: This is Midah k'Neged Midah. Just like they turned their backs to me, and not their faces, so I will turn to them. I.e. when their day of calamity comes, I will hide My face. I will not see them with the face, to save them, only with the back of the neck, which is hiding the face and casting in back.
