Why does it say "mi'Nogah Negdo Avav Avru Barad v'Gachalei Esh"?

Rashi (12-13): Do not say that He dwells in darkness. Rather, there is light inside the partition. The hail penetrated and came on the Egyptians at Yam Suf 1 .

Radak: The light opposite Him is for His beloved. The same clouds send down hail and burning coals on the enemies - "v'Esh Mislakachas b'Soch ha'Barad" (Shemos 9:24).

Malbim: The light came from [lightning due to the clouds that brought] the darkness.

Why does Rashi explain this to discuss Keri'as Yam Suf, and not Makas Barad, in which the hail descended with fire (Shemos 9:24)? (PF)
