'Rashi', Radak: He put Netzivim (governors), like it says in Shmuel II, 8:6. Malbim - Ezra omitted this, for it says in Perek 19 that Aram fought with Bnei Yisrael. David wanted to put Netzivim there, but he did not succeed.
