Malbim: For Binyamin, the verses detail the Gevul (border cities) and the Nachalah (all its cities). For Yehudah, it specified the Gevul, but this included what Shimon would receive; later, it lists Yehudah's Nachalah. For the other Shevatim, it lists the Nachalah, but does not specify the Gevul.
