Who made Egypt stray?

Radak: The officers and Chachamim. They assured them with their Chachmah that evil cannot come to them. They did not know the evil!

Malbim: The head officers. They should have guided the people. Rather, they made the commoners stray after folly, on an illusory path.

Radak: It is the head of the kingdom.
