Why does the Torah juxtapose the Parshah of Parah Adumah to that of Matnos Kehunah?
R. Bachye: Because, seeing as the Parah Adumah represents the Taharah of Yisrael - it teaches us that the Taharah of Yisrael lies in the hands of Yisrael.
"Vayedaber Hashem el Moshe and Aharon". Why does the Torah begin with Moshe and Aharon, then switch to to Moshe ("Daber el B'nei Yisrae l" - in Pasuk #2) and then back to Moshe and Aharon ("u'Nesatem osah" - in Pasuk #3)?
Ramban and R. Bachye: Although Hashem was addressing Moshe and Aharon, Moshe was the main speaker.
Oznayim la'Torah: Because it is referring to the Parshah of Parah Adumah which Hashem said to Moshe at Marah 1 with instructions that the people should give Moshe a Parah Adumah and that Moshe and Aharon should hand it over to Elazar.
