What is the significance of "u'Zratiha Li ba'Aretz"?
Rashi and Radak (citing Pesachim 87b): This is like one who sows a Se'ah of seeds, in order to gather many Sa'im. So many converts will increase in Yisrael. This is why Hashem exiled Yisrael among the nations!
Radak: Yisrael will be numerous like the seed of the land, and they will be Li (for Me), unlike initially.
Radak citing Targum Yonasan: I will establish for Myself a place for My Shechinah.
Malbim: Verses 23-24 are a Mashal, that Hashem answers, and each recipient answers the one who requested from it. This applies also to the seeding of Yisrael [among the nations]; it is a sign for changing the name of Hoshe'a's three children for the good. Yizre'el hints to seeding and scattering Yisrael in their captors' land. This will change to seeding them in the land (Eretz Yisrael), so they will be special to Him. This is like one who sows a Kav of wheat ? it produces many Korim (a Kor is 180 Kavim). So Yisrael will sprout, and converts will be added to them, and they will make Kadosh Peros - "v'Hayah Mispar Bnei Yisrael k'Chol ha'Yam?" (2:1). So the land answers the grain, that it will sprout from the seeding.
What do we learn from "v'Richamti Lo Ruchamah"?
Malbim: He will have mercy on the 10 tribes. This corresponds to answering Shamayim. Mercy is less than Chesed; it shows hidden miracles and Hashgachah clothed in nature, which is attributed to Shamayim.
What do we learn from "v'Amarti l'Lo Ami Ami Atah"?
Malbim: This refers to Yehudah and Binyamin. Above, it said "v'Anochi Lo Ehyeh Lachem" (1:9) ? now, "Yomar Elokai." The Shechinah will be revealed on Yehudah to the point that miracles will not be clothed in nature, rather, revealed Divine Hashgachah. This corresponds to Hashem answering Shamayim to send influence of desire from His Kadosh abode.
