Rashi: You see the Resha'im succeeding, and the Tzadikim are afflicted and stumble. You say in your hearts one of these two ways. (a) Whoever does evil, it is good in His eyes - therefore, He makes him succeed. (b) Refer to 2:17:4:1.

2.

Malbim: Either (a) [What we call] evil is not evil - it is good in His eyes, or (b) If it is evil, He desires evil.

Rashi: If not [that Hashem is pleased with evil], where is Elokei ha'Mishpat? There is no judgment or judge to take payment [from Resha'im]!

Malbim: You bring a proof from serenity of Resha'im and afflictions of Tzadikim that there is no Hashgachah or judgment.
