Rashi: He deposes [kings]. He understood from the dream that Nebuchadnetzar's kingship will cease, and another kingship will rise. Malbim ? all Gevurah is from Him. When He removes the power, the kingship ceases, and it is given to one to whom He will influence from His power.

What do we learn from "Yahev Chochmesa l'Chakimin"?

Malbim: He influences Chochmah only on one who is prepared. After receiving Chochmah, via Binah he understands a matter amidst a matter. From this he reaches clear Yedi'ah, like something known via the senses or axioms. This is called Mada and Da'as.
