Rashi: It is potters' Cheres. The Gemara often mentions Kelim of Pachra.

Rashi: There will be two kings from it ? strong and weak, like the coming verse says.

Malbim: Initially, Romi will be strong like iron. It is depicted as two shins, for it will be divided into two kingdoms ? Yishmael and Edom. When it gets to the feet, one will be iron and the other Cheres. One will overpower, and the other will be weak. It did not specify which will be iron, for it will vary which is strong.

Rashi: Even the weak [king] will be strong on others, via his colleague's strength; others fear him.

Malbim: Also the weak kingdom will have some Giborim mixed with the weak.
