Ibn Ezra: All take girls of other nations. Persians take Bavliyos, Sheva'im take Egyptians? They do not have similar natures, clothing, food, customs or creed.

Malbim: The toes are mixed (iron with Cheres) because the weak kingdoms will intermarry with the strong, and make a bond of a covenant. Via this, the weak will partake of the strength of the strong.

Why does it say "He Chedi Farzela Lo Mis'arev"?

Rashi: This is like iron, which does not cling well to Cheres.

Malbim: Even though they intermarry and have a Bris, they do not cling together. The strong thinks how he can swallow the weak under his rule.
