Where did they come with Zerubavel?
Rashi: When they were exiled, they came with him to Bavel.
Rashi (Megilah 16b), Malbim (1): They came from Bavel to Eretz Yisrael.
Why is Yeshu'a listed before Nechemyah?
Rashi (Nechemyah 7:7), Ibn Ezra: This is Yehoshua the Kohen Gadol.
Who is Mordechai Bilshan?
Ibn Ezra: It is Mordechai of Megilas Esther. Perhaps Bilshan is someone else; it should say v'Bilshan; the prefix Vov is omitted, like "Adam Shes Enosh."
Malbim citing Chazal 1 : It is Mordechai, who knew 70 languages. Another opinion there says that they are two names.
Megilah 16b says that it is Mordechai. Sifri d'Agadata Al Esther and Pirkei d'R. Eliezer 50 (according to Radal's Hagahah) say that he is called Bilshan because he knows 70 Leshonos. (PF)
Nechemyah (7:7) lists Azaryah, Ra'amyah and Nachamani among those who returned with Zerubavel. Why are they omitted here?
Ibn Ezra (Nechemyah 7:6): Some people had two names. Serayah and Re'elayah here are Azaryah and Ra'amyah 1 .
Malbim (1): They came later with groups of people. This is why for many names, the numbers are bigger there.
Rashi there said that it discusses returning from Bavel; here he said that it discusses going to exile in Bavel. Perhaps when Zerubavel went to exile, they were not yet esteemed (or even born). We can answer so also according to Rashi (Megilah 16b), who says that here discusses returning in the days of Koresh, and there discusses in the days of Daryavesh ha'Parsi, 14 years later. (PF)

Why were these men mentioned by name?
Rashi: They were important; others were drawn after them 1 .
Rashi explains that others chose to go to Bavel with Zerubavel. Surely this was in Galus Yechanyah (ha'Cheresh veha'Masger), and they were not forced to go. (PF)
Why is "Mispar" repeated in the verse?
Rashi: The first is a man's name; there is a Kamatz under the Pei. The latter means number; it is Samuch to Anshei, and there is a Patach under the Pei.
