This list is repeated in Nechemyah (7:6-73). However, there some cities have fewer, e.g. Bnei Arach are 652, and most cities have more, e.g. here Bnei Azgad (12) are 1222, and there they are 2322!

Rashi (Nechemyah 7:7) Some numbers are not precise 1 . However, the total is the same in both places.
Ibn Ezra (Nechemyah (7:6): There were 36 years (two of Koresh, 14 of Achashverosh and 20 of Artachshasta) between when Ezra ascended and this count. Many were born in this time, and many died.
Malbim (1): Some cities have fewer here, for they returned from Eretz Yisrael to Bavel after they ceased building the Beis ha'Mikdash, so they are not included in the latter count. Also refer to 2:2:4:1.
Malbim (64): Sometimes one count is by family, and in the other count, they are counted among people of their city. Bnei Arach and Bnei Zatu both decreased there, and Bnei Sen'ah increased there. We can say that here, Bnei Arach and Bnei Zatu who lived in Sen'ah are counted with their family, and there, they are counted with those who lived in Sen'ah. Now, we need not say that some people returned!
Ibn Ezra (Nechemyah 7:6): It says that Avimelech killed all 70 sons of Yeruba'al; really, Yosam was not killed (Shofetim 9:2, 5). There were 70 "Yotze'ei Yerech Yakov" (Shemos 1:5) - Yakov is among the 70, and he was not Yotzei Yerech Yakov!
