Aderes Eliyahu #1: This refers to Yiftach's salvation (after Yisrael were lowered under Midyan). It was with Af (anger), for 42,000 [Bnei Efrayim] and Yiftach's daughter were slaughtered.

Aderes Eliyahu: We appoint a leader over the Tzibur only after consulting the Tzibur, like Moshe told Yisrael about Betzalel (Shemos 31:2; Brachos 55a). Even so, if Hashem does not elevate him (make him king), the Tzibur's consent is in vain. Even the appointee to oversee [who may take water from] the pit, is from Shamayim (Bava Basra 91b). "Af" always includes.
