The Gemara learns this from "Lachem", and not from our verse. Tana'im argue about whether or not he pays rent. Amora'im argue about whether they argue about the six special Arei Miklat (but all agree that he pays in the others), or about the 42 (but all agree that he does not pay in the six. - PF)
