Ramban (Bereishis 19:8): They were not concerned at all to punish the sinners or rebuke them. Also, it would have sufficed to chase Yisrael from Giv'ah; they killed 22,000 amidst hatred. Hashem left both Yisrael and Binyamin to 'chance.'
