Who is 'ha'Sovev Elav"?

'Rashi': They are people of Edom who helped [Yehudah]. When [Yehudah] won in war [against Edom], they would seize the Giborim and bring them with them, lest they be added to their enemies, to help Edom, people of their nation. Yehoram rose at night suddenly and killed them.

Rashi (Melachim II, 8:21): It is those close to the border [of Yisrael].

Radak (Melachim II, 8:21, citing his father): It is Bnei Edom who had not rebelled and still supported Melech Yehudah

Malbim (Melachim II, 8:21): He struck only those around Yerushalayim 1 .

'Rashi' here citing Chazal says 'those who were close, Lefanav.' It seems that also he refers to near Yerushalayim. (PF)
