Malbim: If people of a place did not come, they did not swear not to give their daughters to Binyamin, so they are permitted. 1

Malbim: They assessed that Binyamin was destroyed due to Divine anger due to those who transgressed the Shevu'ah that all must come. It is proper that the solution (wives for the remnant of Binyamin) come from the place that caused it!
