Malbim: If you will be virtuous due to fear lest He rebuke and punish you, or "judge you for your evil deeds" - does Hashem desire such Avodah? It is not for His sake, only amidst love of yourself! Therefore, Hashem cannot immediately reward a Tzadik and punish a Rasha.
