Oznayim la'Torah: Refer to 22:15:2:3. By applying the word "ve'Lo" to this Pasuk too ("ve'Lo Hisi'u Osam ? "), the Torah is merely emphasizing what it wrote in the previous Pasuk.

What is the meaning of "Vehisi'u osam Avon Ashmah"?

Refer to 22:16:1:1. Rashi: In fact, this is one of the three places where R. Yishmael explains "Osam" (or "Oso") to mean 'themselves' (or himself). See Naso Bamidbar. 6:13 and Vezos ha'Berachah Devarim, 34:6.

Why does the Pasuk add the phrase "ki Ani Hashem Mekadsham".

Seforno: To teach us that the owner has only himself to blame for the ensuing punishment, since, having declared the Hekdesh, he is not allowed to eat it, 1 because his declaration was subsequently endorsed by Hashem, who personally sanctified it. 2
