What is the meaning of "v'Hikravtem Al ha'Lechem"?
Rashi: It means "And you shall bring on account of the Loaves". 1
Inasmuch as the ensuing Korbanos are not independent Korbanos but are secondary to the Shtei ha'Lechem. It also indicates that the Korbanos are secondary to the Loaves and not vice-versa. See R. Chavel's footnotes on R. Bachye on Pasuk 15 DH 'Ikar ha'Mitzvah'.
"V'Hikravtem Al ha'Lechem Shiv'as Kevasim...." Are they synonymous with the seven lambs of the Korban Musaf (listed in Bamidbar 28:27)?
What is the nature of the Menachos and the Nesachim that accompany the lambs, the bull and the rams?
Rashi: They are part of the Korban, as is explained in Parshas Shelach - three Esronim of flour and half a Hin of wine for a bull, two Esronim and a third of an Hin per ram, and one Isaron and a quarter of a Hin per lamb.
