Malbim: Goyim ha'Eleh are those already conquered. Ha'Nish'arim ha'Eleh are those not yet conquered.

Why does the verse mention these matters?
Malbim: If you intermarry with them, you will come to progressively worse matters - mentioning their gods, swearing in their name, serving them and bowing to them (bowing is more stringent, for it is one of the Avodos in the Mikdash).
